VPAR is a License plate recognition library. It´s ready to be used from your development language :

VPAR takes as input a front or rear image of a car. It returns :
- Number of found licence plates
- Strings of the found number plates
- Reliability of the reading
- Reliability of each character
- Location of the number plate in the image (rectangle)
- Average height of the characters
- Precessing time
